Manheim Township Municipal Building

Wednesday May 17, 2006

Call to Order: Don Forry, Chair, welcomed all and began the meeting at

2:00 p.m. He led all in the Pledge of Allegiance.

Approval of Previous Meeting Minutes: The minutes of the March 16, 2006 meeting was approved as submitted on a motion by Frances Spangler, seconded by Walt Siderio. Motion carried.

New Members: Don Forry stated that the number of 2006 members has been very strong and he continues to get a positive response.

Treasurer’s Report: Jeff Helm gave a Treasurer’s Report. It was noted that there was a balance of $15,953.59 as of 05/01/06. He noted that the membership continues to increase. On a motion by Walt Siderio, seconded by Frances Spangler the treasurer report was approved as submitted.

Website: Don Forry mentioned that there is room on the home page for Links to various organizations including the LCBPZOA. They will be added in the near future.

Old Business:

Training: A brief discussion was held on training courses for 2006. Courses will soon be available for the 2006 codes including IBC, IRC, Accessibility, Electrical and Egress. He also mentioned that the PA Alternate Code is ready.

HB 881: A general discussion was held on HB 881. Don reviewed and led the discussion on inspections, accelerated building permit approval process, and delays on the construction process and the need for architectural seals on plans. A discussion was also held on the fees for the Building Code Board of Appeals process.

Lancode Shirts: Jeff Helm presented several different styles and colors of polo shirts for LanCode. The price would be approximately $25.00. Jason Stevens will check a store in Ephrata for price. He will report back at the next meeting.

New Business:

Manufactured Housing Standards: Don Forry mentioned that a volunteer is needed to attend 3 or 4 meetings in Harrisburg to review manufactured housing standards. Jason Stevens volunteered to send someone.

L & I Accessibility Audit: A general discussion was held on the Accessibility Audit conducted by L & I. Don Forry mentioned that Manheim Township was audited recently. Don explained the audit process and offered tips to other members.

Other Recent House Bills: A general discussion was held on the following house bills:

HB 1677 - Owners responsibility to provide carbon monoxide alarms

HB 1179 - Creates exclusion from the UCC for coal-fired boilers in residential

structures

New Chapter in Berks County: Don is working with approximately 35 code officials in Berks County to help them form a professional association. They will be applying to the ICC in the near future for approval.

PABCO - 2006 CodeBooks: 2006 Code Books are available for purchase on the PABCO website.

ADJOURNMENT: The meeting was adjourned at 3:20 PM.

EDUCATION PRESENTATION: Immediately following the business portion of the meeting, an education opportunity, "Changes between the 2003 and 2006 International Residential Codes" was presented.
