Meeting Minutes

Manheim Township Municipal Building

Wednesday July 19, 2006

Call to Order: Don Forry, Chair, welcomed all and began the meeting at
2:00 p.m. He led all in the Pledge of Allegiance.

Approval of Previous Meeting Minutes: The minutes of the May 17, 2006 meeting were approved as submitted.

Treasurer’s Report: Don Forry gave the treasurers report in the absence of Jeff Helm. It was noted that there was a balance of $16,096.10. The report was approved as submitted.

Business:

ICC CHANGES: A general discussion was held on the various changes to the 2006 IBC. Don presented the proposed 2006 code changes, which have been printed in two volumes. They are also available to ICC members in CD if members are interested in viewing them. Check the ICC web site at www.iccsafe.org

ANNUAL CONFERENCE: Don Forry will be attending the ICC annual conference for one week in Orlando Florida. He encouraged other members to attend. It is being held from September 17 - October 1, 2006. Check

PENNSYLVANIA ASSOCIATION OF BUILDING CODE OFFICIALS:

Don Forry presented a letter dated July 6, 2006 from the Board of Directors of LanCode in which he expressed their interest in supporting the application of the Pennsylvania Association of Building Code Officials (PABCO) to become affiliated with ICC as a state-wide professional chapter. A motion was made by Craig Underwood, seconded by Francis Spangler to endorse the action of the Board of Directors. Motion carried.

ENDORSEMENT OF BERKS COUNTY CHAPTER: After a general discussion, Pete Kingsley made a motion, seconded by Craig Underwood to forward a letter written by Don Forry dated July 7, 2006 to the ICC in support of the application by Berks County Code Officials to become an ICC Professional Chapter.

FIRE PREVENTION WEEK: Don Forry announced that Fire Prevention Week is October 8 - 14th this year. The theme is "Prevent Cooking Fires, Watch What You Heat". Contact NFPA for information. www.nfpa.org

HB 881: A general discussion was held on HB 881. It was noted that the House amended the bill and PABCO's comments were taken into consideration. Representative Steil from Bucks County supported various amendments made by PSATS. He also recommended that a Government Advisory Committee be formed to act as an advisory body to review proposed UCC changes. Revised text will be available in the next few weeks.

SB1179: The legislators passed SB 1179 regarding Coal Fired Boilers. The bill exempts single family homes from being labeled, but they must meet ASME standards. Also, an amendment was tacked on which exempts aluminum and vinyl siding from code if it was installed prior to 1999.

PA ALTERNATIVE RESIDENTIAL ENERGY PROVISIONS - 2006: Don announced the availability of a new booklet, "PA Alternative Residential Energy Provisions - 2006" which is now available and replaces the PHRC. It includes many changes including climate zones.

EDUCATIONAL OPPORTUNITIES: Don announced that the 2006 I codes must be adopted by December 31, 2006. Discussion was also held on training opportunities for the 2006 codes. It was decided that possibly some training sessions could be coordinated with the Berks County chapter.

ANSI/NSPI STANDARDS: Don announced that the set of NSPI books could be purchased at a government price of $330.00. He felt the purchase is well worth it since they are great documents. He also announced that reports indicate that inspectors are having a great deal of problems with pool contractors. The Dept. of Health requires a three (3) year inspection and some members feel it should be more often. Bonding seems to be a big problem. Generally,  swimming pools seem to be a compliance problem at motels, health clubs and country clubs.

INCORPORATION: A brief discussion was held on LanCode incorporating. Jeff Helm is working on getting more information together for a report at a future meeting. Don will also check on the benefits vs. the cost.

ACCESSIBILITY AUDIT BY L & I: A brief discussion was held on the accessibility audit. Many members felt it was a great opportunity to improve the plan review and inspection process each municipality is using. It was also mentioned that L & I does look for the designated accessibility official's name with his certification number.

EDUCATION PRESENTATION: An education opportunity was held immediately following the business portion of the meeting. Roland Hall presented "Significant Changes to the 2006 IBC." CEU's were issued.

ADJOURNMENT: The meeting was adjourned at 4:20 PM.
