Forry, Chair, welcomed all and began the meeting at 9:00 a.m. He led
all in the Pledge of Allegiance.

Approval of Previous
Meeting Minutes:
The minutes of the November 17, 2004 meeting were approved as submitted
on a motion by Nancy Halliwell, seconded by Francis Spangler.
Treasurer’s Report:
Jeff Helm presented a current Treasurer’s Report. He mentioned that the
last seminar, the International Existing Building Code, was a great
success. Books are still available for purchase. A treasury report
was available showing a balance in the treasury of $11,792.68.
Educational
Presnters: PSATS and
Community of Economic Development
Don Forry,
Chair, introduced the guests for the meeting. Michelle Simmons, from
PSATS, who is Director of the PA Construction Code Academy, spoke to all
members about training and education. PCCA has held 120 classes with a
total attendance of approximately 3,000 students. Several new classes
have been added: Commercial Plans Examiner, Guide to PA Residential
Energy Provisions, How to Inspect Manufactured Housing, International
Property Maintenance Code and Understanding the UCC Appeals Process.
PCCA Workshops are held by request. It was reported that the revenue
from Act 92, $2.00 permit fee will be dedicated to developing and
delivering UCC Courses for code officials.
Mitch Hoffman,
Community Economic Development Director from the Governor’s Center
expanded on the Act 13 report form. The first report is due by the end
of January 2005. The BCO is responsible for the form and the BCO ID #
must be placed on the form in addition to their signature. Their
website is kept up to date for all that wish to visit it for more
information.
2005 Election of
Officers:
A motion was made by Francis Spangler, seconded by Nancy Halliwell, that
the 2004 officers remain the same for 2005, Don Forry, Chair; Ron
Kistler, Vice Chair; Lynn M. Stauffer, Secretary; Jeff Helm, Treasurer.
Motion carried. Don Forry, Chair, thanked everyone for the support over
the past year and expressed his thought that 2004 proved to be a year of
great success. With additional training opportunities and our website
up and running, plans are under way to make 2005 even better.
Frances Spangler
mentioned that the County Building Show is approaching and maybe plans
can be made to have a Lancode membership table at the event or possibly
at the PA Home Builders event. No action was taken. Frances will
gather more info and report back.
Jeff Helm mentioned
that possibly a mini-work session on mold, lead paint, etc. would be
helpful. Dan Fichter from Providence Engineering mentioned that design
and construction stages are important for training as well (not just
code-related enforcement).
Revision to the
By-Laws – Membership Types:
Don Forry announced that the by-laws have been
revised to include the following memberships: Active, Social and
Honorary. The $40.00 fee will be maintained for 2005. On a motion by
Nancy Halliwell, seconded by Tom Zorbaugh, the by-laws will be revised
and simplified to reflect a true professional ICC membership. Motion
carried.
On a motion by Dan
Fichtner, seconded by Frances Spangler the membership dues were set:
active = $40.00, associate $10.00 and honorary –0-. Motion carried.
2005 Quarterly Meeting
Schedule:
After a general discussion, the Quarterly Meeting Schedule was set as
follows: March 9, June 8, Sept. 14 and Nov. 9. The time of day
was discussed. Some members felt that an afternoon meeting may work
better into their schedules. It was decided to try the second
Wednesdays from 2:00 PM – 4:00 PM. It was agreed to hold all
meetings at Manheim Township.
PennBOC / PABCO
Update:
Don Forry mentioned that he and Craig Underwood from West Lampeter Twp.
attended the last PennBOC meeting on December 16, 2004. They would like
to extend an invitation to LanCode to become part of PennBOC. James
Matschertz, President of the organization, wrote a letter to Don Forry
dated January 4, 2005 in which he stated the many benefits to joining.
Many members believe it is a good opportunity to be under “a state-wide
ICC chapter umbrella”.
A discussion was
held on the benefits of PABCO under Bob Buddenbohn who would like to
form a statewide association. The benefits of a legislative “watchdog”
and other benefits are provided that PennBOC will not provide. Don will
work with PennBOC and research all the services of PABCO.
Uniform Construction
Code:
Don Forry made several announcements relative to the Uniform
Construction Code. Act 92 which has been adopted states that permits
are not necessary for repairs and remodeling and accessory buildings of
1000 sq. ft. or less; HB 33 has been introduced to eliminate the
hard-wired smoke detector requirement in all new homes; Act 35 (HB1237)
relative to bulk storage facilities; also Dept. of Labor & Industry has
made a decision that inspections of day care homes/centers and
commercial swimming pools are the responsibility of the municipality.
AdHoc Committee:
Don Forry and Craig Underwood make arrangements to meet with local
legislators such as Scott Boyd and Roy Baldwin regarding UCC issues.
Lapel Pins and Logo:
Don will research and report back at the next meeting.
